Power Station - Operation

Licensing Hours
All licensees apply for wide hours to give flexibility and the application for a 24 hour licence is not an indication of the hours of operation. The MEN Arena and O2 in London have similar licensing conditions. The flexibility will help avoid clashes with MUFC and LCCC matches and events, and the longer hours are only appropriate for weekend events.

Weekday nights will end by midnight and later finish times will only be at weekends or bank holidays or for special occasions.


Noise management
Stadium Point Ltd will invest £500,000 to sound proof the venue so that nearby residents will not be affected. A full sound management plan has been conducted in conjunction with Trafford Council's environmental health department.

Strict local authority conditions will require measures to ensure that noise from The Power Station is controlled, and the operators will keep a written record of external noise monitoring which will be available to Trafford Council.

The proposals include a new pedestrian access from the A5081 Trafford Park Road into the rear of the site, which will form the main entrance, and away from the nearest residential properties.  

 

Traffic Management
The Power Station's dispersal policy will include a traffic management strategy agreed with Trafford Council and submitted to Greater Manchester Police.

The route used for customers will be the A5081 Trafford Park Road, providing direct access to the entrance, and the car park, taxi drop off/pick up point and coach parking area on the large Manchester United car park accessed off John Gilbert Way.

Stewards will be located at key points directing people to the correct dispersal route.


Taxi Drop-off and Collection Points
There are proposals for a taxi rank marshalled by stewards to be included as part of the scheme. This is accessed from Trafford Park Road and John Gilbert Way.  A large number of taxis could use this managed taxi facility within the car park off John Gilbert Way.

Further discussions with Trafford Council are taking place to agree the final details.

Bus and Coach Parking
The parking facilities (in the ownership of Manchester United and used on match days) are planned as a location for the bus and coach drop off/collection points, so helping to reduce on-street parking.

The car parks will be sufficient to accommodate bus and coach arrivals/departures.

Parking
Stadium Point Ltd has access to all Manchester United's car parks but traffic activity to and from the site will be limited by the Power Station's promotion of sustainable modes of travel - bus, taxi and Metrolink.

Litter Clearance
At the end of the event the area outside shall be cleared of litter. Litter disposal will not occur after 21.00 hours or before 07.00 hours.

Dispersal Policy
Customers will disperse out of the main site entrance on Trafford Park Road.

The Power Station's dispersal policy includes

  • A free bus service provided for certain events, to take customers to public transport links at Manchester Piccadilly and Victoria rail stations

  • Notices displayed at exits requiring customers to leave the area quickly and quietly

  • Co-ordinated arrangements for visitors with taxi firms operating a "ring back" system, and nominated taxi firms requested to use routes away from residential dwellings where possible

  • A stewarded taxi rank is to be provided

  • The website and all other information to show full details of public transport links, with the promotion of nearby Metrolink and bus stops and the preferred dispersal routes away from residential dwellings

  • The four corner points of the site will be stewarded to direct people away from residential areas and towards public transport points and exit routes

Police and Security
A multi-agency control room will be established on site for use by Greater Manchester Police and the responsible authorities. GMP officers can be employed at events where appropriate.

Security Industry Authority registered door staff shall be used to control entry and wear high visibility jackets. A strict door policy will be in place and age checks will be enforced where appropriate.

Queuing areas will be stewarded and CCTV will be installed in and around the premises, including at the premises entrance and exits.
